Time vs Distance?

I'm in the 7th week of training. It looks like I should be running a 10 minute mile (2.5 miles in 25 minutes to be exact). I am not running that fast. Should I be repeating this 25 min run until I complete the 2.5 miles, or should I move forward in the training plan and not worry about my time? What are some effective methods for increasing speed?
